Ray Hezkial, Interim Chief Executive Officer
Ray Hezkial is the Interim Chief Executive Officer of the ActewAGL Joint Venture, including Evoenergy.
Ray brings more than two decades of experience serving the Canberra community through the utilities sector, joining Icon Water in 2003 and serving as Managing Director from 2018. During this time, he also supported ActewAGL through appointments to the ActewAGL Joint Venture Partnerships Board.
Ray has a strong background in engineering and infrastructure delivery. Prior to his appointment as Managing Director of Icon Water, he held a range of senior roles, including General Manager, Infrastructure Services, where he was responsible for significant capital works programs, network operations, and all aspects of the maintenance of the ACT’s water and sewer reticulation systems.
Ray holds a Master of Business Administration, a Diploma in Project Management, and a Bachelor of Engineering (Civil). He is a Member of Engineers Australia and the Australian Institute of Company Directors.
Sam Sachse, Acting General Manager Evoenergy
Sam Sachse is currently acting General Manager Evoenergy, stepping into the role from his position as Chief Financial Officer for the ActewAGL Joint Venture. In this role, Sam is responsible for Evoenergy’s strategic and operational direction, ensuring the safe, reliable, and sustainable delivery of energy services to the community.
With a strong background in commercial leadership, Sam brings extensive experience across the water and energy sectors. He has held senior roles focused on financial management, procurement, and corporate services.
Sam holds a Master of Applied Finance and a Bachelor of Accountancy. He is a Fellow of CPA Australia and a Graduate of the Australian Institute of Company Directors.
Jane Breaden, General Manager People and Legal
Jane leads provision of a range of internal services including people management, health and safety, board secretariat, legal services, internal audit, corporate communications and quality, risk and compliance management.
With over 25 years’ experience in public and private sector organisations, Jane spent the last 10 years in energy and water utilities. She has extensive experience in leading multi-disciplinary functions and in strategy development, governance and assurance.
Jane’s qualifications include a Bachelor of Business, a Master of Management Studies in Project Management and a Master of Science (Operations Research and Statistics). More recently she has completed post graduate studies in professional writing and organisational coaching.
Kate Dean, Acting Chief Financial Officer
As Acting Chief Financial Officer, Kate is responsible for the overall financial management of the business, including procurement and facilities.
She brings extensive experience in accounting, finance, and commercial operations across the public and private sectors.
Kate holds a Bachelor of Commerce, with majors in Accounting and Finance. She is a Fellow of Chartered Accountants Australia and New Zealand (CAANZ) and Graduate of the Australian Institute of Company Directors.
Megan Willcox, General Manager Economic Regulation
As General Manager Economic Regulation, Megan is responsible for economic regulation and compliance functions, including conducting major price reviews, setting out regulated network prices, economic analysis and investment reviews, and regulatory and pricing services.
Megan has extensive experience in regulatory economics within the energy industry in Australia, as well as the resources sector in New Zealand. She has expertise in leading expenditure and revenue proposal projects for major electricity distribution networks, and in developing and advocating business positions on regulatory matters.
Megan holds a Bachelor of Science (Honours) in Economics and Statistics and has completed a Master of Science in Development Economics at Oxford University.
Stephen Glowrey, Chief Information Officer and Chief Information Security Officer
As Chief Information Officer and Chief Information Security Officer, Stephen leads the Technology Division and has responsibility for all activities related to the management and governance of Information and Digital technology.
Stephen has extensive experience working with technology teams in both government and private sector organisations, with a strong focus on utilities. He has expertise in technology assurance and business transformation as well as deep understanding of commercial risk and performance in the utilities sector. Prior to taking on these roles, Stephen was ICT Assurance Manager within ActewAGL.
Stephen holds a Bachelor of Commerce (Accounting) from the Australian National University and is a Qualified Chartered Accountant with the Institute of Chartered Accountants Australia and New Zealand.
