We have submitted our gas plan for the next five years to the Australian Energy Regulator (AER).

Our plan for the five-year period commencing 1 July 2026 ensures a safe and reliable network, while laying the foundations for an equitable transition to the ACT’s full electrification by 2045.

It has been shaped by our engagement with customers, businesses, and the community over the past 18 months. Over the course of our engagement, customers told us they want an equitable transition with measures to manage bill impacts at all stages of the transition. They also expect a safe and reliable network, and clear communication about what the region’s electrification journey means for them.

Our plan focuses on addressing these requirements in ways that reflect the region’s unique circumstances. This includes bringing forward recovery of some of our investment costs, so that costs are shared across more customers, managing price impacts for those who stay on the network longer, such as financially vulnerable groups, renters, residents in multi-occupant dwellings, and gas-dependent businesses. Our plan also includes reduced costs to operate and maintain the gas network, as well as to disconnect when customers have fully electrified their homes and businesses.

If approved, our plan will mean average annual increases to the network portion of the overall gas bill (excluding inflation and government taxes and levies) each year during the 2026-31 period:

  • $26 increase per year for small users using 7GJ per annum (e.g. apartments)
  • $57 increase per year for typical households using 27GJ per annum
  • $238 increase per year for small-medium businesses using 160 GJ per annum

Together with increases in government taxes and levies, this would drive about a 4% increase per year to retail gas bills.

Our proposed five-year gas plan is available on our gas network plan page, and the AER will soon open consultation on their website for the community to provide further feedback.

The AER will review our plan and provide their draft decision in November. We will then resubmit our plan in January 2026, before it comes into effect from 1 July 2026.
